Greetings.

I have my eyes on a 40W dual charger and I need to know how they work. I have 4 or 5 20W Apple power adapters and I want to cut down on them. I want to know for example if I plug my 13PM and iPad Pro 11” which one gets more power (in watts)? Is it like 20W / 20W each if I plug them both? What if I buy a higher wattage dual adapter? Let’s say a 70W one. Does one device get more power than the other if both are plugged in the dual charger? Thx.

Depends on the charger.

Why don't you link here what you're looking at. Usually the product info will say. Some will split the power evenly, others are more "intelligent" and negotiate with the devices plugged in.

I have a 4 port 100w charger that I use. MBP 15", ipad pro, iphone 13 Pro, AppleWatch 7, but I rarely have more than 1 plugged in at a time.

What devices do you have? I'm not familiar with a 13PM, but an iPad pro can take more depending on what year you have.
