Qloud app I bought - removed from app store but can still download, Protube app I bought - removed from app store but can not still download.

I don't get why this is ?
 
My guess:
App removed by developer: cannot be found from App Store but still downloadable.
App removed by Apple: cannot be found and cannot be downloaded.
