From everything I, at least, can discern . . . no, not if you mean what I think you mean.
With Intel get 28w cpus to the quad core level and not having such for the 15w nor 4/5w cpus anywhere on the foreseeable roadmap, Apple would either have to change the nature of the Macbook. Either by making it thicker and non-silent . . . or switching to its own ARM-based cpus. My guess is that this later is more likely than the form, but no one outside of Apple would know for sure.
With a doubt, there are some people would would want/need it, but there the percentage of people who would want/need four cores in such a package are small.
My guess is that your 2018 through 2019 Macbooks (assuming they stay with Intel) are going to all be dual core/four thread machines with up to 16GB ram, and 1TB SSD storage. At some point in there (probably 2020), Intel is supposed to put TB3 on the chip itself, so maybe that is when we get TB3 in a Macbook . . . unless Apple decides to change the battery size or something and sneak another logic board in there. Which would be great, I think, but how may people need to drive a 5k monitor at 60hz and is not willing to deal with the additional pound of weight by going to the Macbook Pro. I would be one of them, though. I prefer my laptops to be think-and-light, with good enough connectivity . . . and to use a powerful workstation for truly hungry things.
My guess is that you get two sizes, though--the current 12" form factor and a 13". Maybe they put a second port or TB3 in the 13" . . . that would be great for a lot of us, too, as long as the weight is not too much more. I know it seems silly, but the 2lb weight is just heavenly in some ways.
