Quesion re: iOS 5 GM + Apps

I know that Developers aren't allowed to submit apps built on the iOS 5 SDK yet, but as soon as the GM is released to Devs are they allowed to do it then? Will Apple accept iOS 5 apps when the GM hits?

I believe it will be as soon as they release the final version of Xcode... which I am guessing will be at the same time.
