question about 4.02 downgrade

if apple is still signing 4.01, why the big fuss for people who upgraded to 4.02 'accidentally'

Can you not downgrade to 4.01 on the 3g, 3gs, and 4 phone and then use jailbreakme.com without SHSH backups?

And this is not for me, I never upgraded, just wondering
