I have one question concerning a fresh install of Lion on the Macbook hardware. I am on a 13" aluminum Macbook. Will the boot ROM remain intact after a fresh install, allowing me to continue to utilize all 8GB of RAM in my machine (that has been installed)?

Yes, as the Boot ROM is independent of the content of the HDD, thus a clean installation of any new OS will not harm the contents of the Boot ROM.
