A buddy of mine is contemplating buying a Verizon iPhone 4 off of Craigslist. He called Verizon and confirmed that the ESN is currently clean.

The question is what if he buys the phone and then has it activated under his account and then at a later point, the seller decides not to pay the ETF or his bill on the phone. Can Verizon come back and declare a bad ESN and deactivate the phone until the bill is paid?

If so, I would advise my friend to just stay away from buying CDMA phones off of places like Craigslist and Ebay because there would be so many ways of getting screwed down the road.
 
No, once the ESN is registered under his account, then only he can deactivate or declare it lost or stolen.

If the previous guy fails to pay his bill, it will have zero affect on your friend. That ESN has no affiliation with the guy selling it after your friend activates it.
