Question about buying iPhone4S when on a family plan

Hello,

My g/f is on a family plan and when we go to upgrade her phone, the voice plan is $54.99.

Does this mean the voice family plan she will fall under is $54.99, or is this an additional charge on top of whatever her family plan costs?

She can't reach her mom to find out how much they actually pay for the voice minutes.
