Question about buying the iPhone through Apple..

I am new so forgive me if this has been discussed.

I went through all the steps to buy the 3Gs, but when I got to pick which phone I wanted it showed a 599 price tag for the 16gb phone. I am eligible for an upgrade, but it didn't show me the 199 price. Did anyone else have this problem? If so, how did you get it fixed?
