I have a Series 4 GPS and Series 5 GPS+Cellular connected to my iPhone 11. (All three are up to date as far as updates are concerned.)

What I have noticed is that if I take the watch I am wearing and put it on the charger, the Auto Switch function automatically switches to the other Watch even if it is not on my wrist. This causes problems with updating the Music playlists I have on the two Watches for when I exercise because it is necessary to have a Watch on the charger and connected to the iPhone to update the playlists.

So (1) is this the correct behavior and (2) if it is, is there any options besides switching the Watches manually?

Yeah I have the exact same issue, so I've gone for option 2 of just switching manually now instead. A bit of a pain!
 
But...the other watch it is switching to must be ON i suggest, so it seems very logical to me That the app expects that you going to be wearing it.
When not doing so the manual switch setting would be the more logical thing to do.

What behavior would you like to see?
 
I don't think there's any different behaviour - how it behaves is how it should behave. One of the down sides is that it doesn't give the watch any opportunity to re-sync Music, Podcasts, or do non-OTA upgrades if you keep it on auto-switch.

As I update the podcasts regularly, I therefore put mine on manual switch.

If they can work the software so that it could auto-switch but keep a tether to the non-active phone so that it can sync from the phone, that'd be my preferred option, but it isn't a big problem.
