does cocktail need to be launched and running in order for it to sleep my optibay hdd?

no, btw its easier to run "sudo pmset -a disksleep VALUE" replace "value" with a number representing minutes.....no need for cocktail, it won't help and trial version will expire leaving you crippled.
 
i already bought cocktail because i find some of the other features useful.
