I have a question about the Dual-Proc MacPro's power management:

If you are only running one or two applications, using one or two cores, is the power management smart enough to put one of the processors to sleep, or into a low-power mode?
 
I don't think so but you can do it manually using the processor prefpane included with Xcode tools

From what I read, yes it is.

From memory:

OS X first turns off the 2nd CPU
OS X then turns off the HT cores on the 1st CPU
Then something else happens :p

Basically, yes the 2nd CPU drops down to as near as dammit 0 when your only using a few % of the horsepower!
 
And with turbo boost it should also crank up the clock speed of the single core to make it run faster.
