iPhone Question about Files App on Device Storage

When you move files to the 'on my iPhone' section of the iPhone, are these files backed up to iCloud?

Is there an easy way to get files into this area from a computer other than putting them into iCloud on the computer (or other supported cloud service in the Files App) then moving them over to 'on my iPhone'?

Yes, they are and unfortunately there doesn’t seem to be a way to turn this off.

By the way, the implementation is bugged because it doesn't state the increased file size in the settings backup menu. I made a thread about this a few weeks ago: https://forums.macrumors.com/threads/backup-contents-question.2203563/
