I'm selling an SSD on eBay but I can't for the life of me figure out how I should format it before I ship it out. Should I format it as Fat 32 or free space? My biggest concern is some Windows user not know how to format a drive using Administrative Tools. I'm not as concerned about Mac users because it's almost a no-brainer.

Actually don't format it at all. If a windows user is using the drive they will be forced to format it anyways as you can't install windows on a FAT32 partition.
 
I think you should do it as free space, if possible, fat 32 if not. If they're installing a current OS on it, which they should be if they're looking for an SSD, the installer is going to ask them to pick some space and format it regardless of which format you choose. Even Windows is going to tell them to use NTFS.

If they're buying an SSD to use as a spare drive, then they could stand to learn how to format a drive on their own.
