QUESTION about images on Final Cut Express.

I need to figure out how to make an image see thru not just a solid jpg. for instance the little circle logo in the introduction of this video http://www.youtube.com/watch?v=1w7hagzjmU4&feature=related

Any tips on how to do this?

use a transparent PNG and paste it into a track above your video-track.
you can "overlay" a jpg too using the "composite mode"-menu (experiment with results to see what every option does).
