Question about Iphone 4 camera and video

When I go to use the camera on the iphone and the shutter opens for the first few seconds there seems to be faint lines going across the screen then they disapear. This happens whenever I switch between video and the camera, is this normal? Thanks
 
The lines go away once a blue square appears after literally one or two seconds. Is that the auto focus kicking in?
