Question about iPhone/iPad App Approval Process

There is a new Development library that pretty much makes a website look like an app when viewed in the iPhone or iPad. (http://www.sencha.com)

My question is can I create an app that is pretty much a splash page and then a button to "launch" the app that will really only open a browser window.
