I'm not sure if I should go to a shop for a replacement (would probably be cheaper) or just replace the whole phone at the Apple store (its like $150 right?).
Maybe someone here even knows a good repair shop? I don't really have a backup-phone so quick turnaround is important.
Also if I backup and restore with iTunes does it also put all the apps in place, instate of having to redownload them (something I had to do with the last iOS upgrade which was highly annoying....).

If you need quick turnaround just backup your iPhone, sync your apps to iTunes so they you don't need to redownload and get it replaced at the Apple store.

The iPhone 4 front glass is laminated to the actual LCD so for a good quality part the screen would be circa$100 anyway.
 
I'm in Atlanta, but replaced both the front and back panel for $115 at a shop, so I would look around
