I just got my computer from fixing, and the iTunes has been deleted. I installed stand connected my apple id, and than I authorized this account on the computer, and from what I heared, all the apps and such I had in my old computer should return now, but they didn't. The "Apps" section is empty?
How can I return all the apps from my new computer?

They wont magically return. You have to download them all again, however you will not be charged for titles you have previously purchased. If you go in to your account page on iTunes, there's an option to view your receipts so you can see a list of apps you've downloaded previously.

Wirelessly posted (Mozilla/5.0 (iPhone; U; CPU iPhone OS 4_3 like Mac OS X; en-us) AppleWebKit/533.17.9 (KHTML, like Gecko) Version/5.0.2 Mobile/8F190 Safari/6533.18.5)

If you call apple support they can enable all your previous purchases as a one off mass download.
