I'm about to finally upgrade my 2017 MacBook Pro from Mojave to Big Sur. I want to go Big Sur first and work my way to Ventura (last OS this computer officially supports) so I can experience each OS in order. Since I've held back all these years.

But I've also decided to buy a MiniPC or build a PC as well. As another machine. So I'll be running iTunes on that as well.
If I upgrade my iTunes library on my mac to Apple Music, can I still import that library into iTunes on a PC?
 
I don't see why not.

I recently set up my Studio, there is no upgrading iTunes to Music.
My iTunes library with all my Movies/TV shows/Music (including CD's/Vinyl) is still on my Mac Pro.

Any device I have sees all my iTunes purchases (even my iPad 2).

All of my library show up in TV app/Music app on the Studio.
I had to copy my Music library over to my Studio in order to get all my CD's and Vinyl though (Non store purchased items).

I know you can import from iTunes to Apple music, I just don't see anyone going the other way. From Apple music on a Mac to iTunes on a PC.
 
Actually I might have misguided you.....😬

I can't remember what showed up when I opened the Music app the first time.
I am sure all my purchases where shown.

I copied my Music folder from my MP to my Studio external drive and pointed to the location in the app (to save space on the Studio). But I then had to add EACH album to the Studio database (CD's and Vinyl).

There was a handful of album art I had to re-add (from CD's and Vinyl).
