1) Is there an app that can let me access MLB.TV for free?

2) If I install Hulu Add on to XBMC will I be able to use it or since I'm in Canada it will be blocked without a USA proxy?

Hulu does not work on the apple tv 2

Unless you install playon and your computer has to be running for that

Im not aware of any hack to watch mlb for free
