I'm running 3GS with 3.0.1, 4.26.08, old bootrom. Thinking about upgrading to iOS4. My question is do all of my apps (data for apps), photos, videos, etc remain in place using sn0wbreeze to create a custom IPSW then jb'ing?

Very few use Sn0wbreeze. I advise to stay away from it.

Use Pwnage Tool on your 3GS to go to 4.0, or get custom restore 4.0 IPSW.

You need to sync with iTunes before you update, then sync all your stuff back afterwards.
 
I'm on PC, so my options are limited.

Also, sync'ing will only get my apps reinstalled, right? Not any data saved in them.
 
You can still download custom iOS 4's on a pc, you just can't create it on the pc. I can't provide a link for you, but might I suggest googling, "custom iphone OS 4" and see what ya find ;)

And if you restore from a backup, which I don't recommend when using a custom firmware as for me it killed my mobile data connectivity, it would save the data in your apps. But again I don't recommend even restoring from a backup when putting on custom firmware.
 
sn0wbreeze 1.7 created a 4.0 custom firmware and saved it to my desktop. I just haven't restored to that file via itunes yet.
