Question about maxing out processor

I have a measly 2.0 Ghz 15" MBP with the lower end 2011 graphics processor. What in god's name must I do to max out the processor. I have never seen the user % of the processor go above 56%. HD Video encoding with every program I have open and still never maxing it out. Is it the GPU?
