Is the MacBook powerful enough to run Windows 10 in VirtualBox without being too slow or should I be looking at the MacBook Pro?
 
It would be very slow. I have the 2015 MB $1600 version, and it is choppy. What are you expecting to do with it within VirtualBox? If you plan to surf the web or some light app that's only available on Windows, that's probably fine, but don't expect to do it often, it'll fustrate you. If you plan to do photo editing, I would suggest you bootcamp or buy a Windows laptop. Asus makes one that looks very similar to it.
 
I'm running it with parallels on the 2016 m5 and it's good enough for 3D CAD. And now with 16GB it should be even better
