Question about my AT&T plan.

I know that people who spend more than $100 per line on their AT&T plan get updates every year. Our current family plan is as follows:
1. 700 minutes
2. Unlimited texting.
3. Fan 15% discount.
Now my mom is the main line for right now and she has no extras. I am on an iPhone with unlimited data so my per line cost would be more were I the mainline.
Can I move my number to the main line?
Does unlimited texting for the family count as the mainlines cost?

No it can't be done online, a CSR with AT&T will need to make the switch.
