Question about Notes

I have several Notes accounts spread among several iOS devices. On my iPhone (that I use for personal use) I have a primary iCloud account that is different from that of my iPad (that I use for business use). They have different primary iCloud accounts, but both notes accounts are on both devices. The issue is that you can only use the upgraded notes for your primary iCloud account on each device and none of the others, and in my case where I have my other iOS device with a different primary iCloud account, the notes now do not sync. Any tips?
