Question about OS9 and keyboard layouts

Anyone know how to add a new keyboard layout to list in the keyboard control panel in OS9? I have what I think is the file for the new layout (it's a Czech layout, and the file came with a Czech font). My question is, where do I put this in order for the new layout to show up so I can select it?
