Question about pad locks on system preferences

Does this just lock the UI and can things be changed with config files being replaced while "locked"?

I believe it locks the UI out... but to change the config files you need RW access to them, which requires password entering. So, unless someone knows your password (in which case they can click the lock) you should be fine.
