Question about purchasing an iPhone.

Hi! So to make it short and sweet, I had a iPhone 2g (my first phone and contract with AT&T), then went to a blackberry, then android phone, now I'm going back to an iPhone 4.

- My question is, How does the pre-order and upgrade process take place? I'm eligible by June 22nd, and would like to pre-order on the 15th. Am I precharged? And how would I swap from my android to iPhone plan? (Do iPhone users still activate online through Itunes?).
