When one lands on the Google Reader online page, there is a feed (under "Explore") called "Recommended Items" which displays lots of random and interesting items from all over the web. Is there a way to subscribe to this feed?

Hm, I've never really used this, but I just took a look at it from your question.
I don't see a place to subscribe under "Recommended items," however you do have a button to subscribe to the individual feeds that are under "Recommended sources."

This may help you though, if you click "show details" in the upper-right corner when viewing "Recommended items" you get the "Feed URL," perhaps you are able to subscribe with this URL?
 
It's not a feed but an extra feature. It depends on whether or not Google exposes that in their API - if they do, then the developer may include it in future releases. You should email your wish for it.
