I've just had to have my Macbook Pro repaired and hard drive reformated. I have both Time Machine backup of the files that were physically on it and iCloud backup of older files that had "place savers" on the Mac but the actual file was now only in the cloud. When I use Time Machine will it restore the name of the place savers so that I could click on them to download those files from the cloud to my computer just as I was able to do before this event?
 
Given your scenario (you had both a Time Machine backup + iCloud backup of older files with placeholders):

You’ll likely see the file names / placeholders restored from your Time Machine backup (or at least the structure) if the folder structure was included in the backup.

But for many of the “cloud-only” files, there’s a risk the full content won’t be restored from Time Machine, and you’ll rely on re-downloading them from iCloud.

If that re-download is successful, then yes you can click and download and get them back exactly as before (assuming iCloud still holds them).

If iCloud removed them (or they were deleted), then Time Machine may not have a full copy.
