I've noticed that the apps in the Fast Switcher UI are sorted in order of last usage. Has anyone figured out the max number of apps that accumulate in the Fast Switcher?

Presumably these apps are in some type of suspended animation.

Does it effect the phones performance to have a too many apps "open" in the Fast Switcher. Is it worthwhile to "close" apps in the Fast Switcher?

No, it doesn't effect the phones performance, no matter how many apps are down there.

You dont need to worry about them, you can use it to quickly switch back and forth between the applications you are currently using, and therefore should be all grouped together at the start of that list.

Quitting apps fully should be done if your having problems with an app.

But apart from that, the phone will look after itself :)
