I heard that for any new purchase of any new Apple product after October 1, 2013, the iWork suite of apps is free.

Since my friend just bought an iPad 2 recently, would they qualify for the free apps and if they do, how would they be able to download their free apps? My friend has iOS 7 on their iPad 2.

If your friend qualifies then when they go to the apps in the Apps Store they'll be shown as "Free" rather than at a cost (depending on which country you're in). The apps are currently showcased on my devices on the Featured tab under "Enhanced for iPhone 5s" banner.
