Question about transferring photos from PC to iPhone

I have an iPhone 6s and on iOS 10.

I have downloaded some photos regarding language learning (more like flash cards).

I would like to have them in my Gallery on my iPhone. How can I only sync these flashcard images to the phone?

Of course I can upload to dropbox or so and download from there but it's a pain as i have 650+ images.

Any suggestions?
