Does Apple's maps know about changes to street directions and allowable turns?

In many cities, some streets have different directions according to rush hour. In many more cities, many turns are not allowed during certain times.

Waze cannot handle this. I wonder if Apple Maps can.

Can Google? Can TomTom? Mapquest?
