Question about Upgrade Transfers on verizon

So we have a family plan.
2 phones on the family plan are under contract smart phones with data plans
2 phones are no longer under contract and are basic phones without data plans.


Can i transfer my two upgrades to my 2 smart phones? Or will I have to have a total of 4 data plans?
 
i believe with Verizon you can use an Eligible Upgrade on any of the lines in the family plan; we've done that in the past with my family. My mom's phone was stolen a couple years ago so they replaced it with my upgrade but the phone went to her line, as well i have upgraded my phone with my dad (the account holder's) upgrade.

EDIT: however none of these phones were smartphones. i have no idea if you would get charged ETF for canceling one smartphone for another but on the same plan.
