Would it be possible for me to copy the contents of my pc's hdd over my existing boot camp partition and use that as my windows partition?

I'm trying to avoid clutter in my office and using my mac mini to boot my windows applications would be the easiest way to do that.

You mean like directly without installing Windows? No. Even if you could it wouldn't be a good idea. Rule of thumb is to always to a clean install. Back up anything you need, do a clean install on your Mac Mini of Windows/applications, and transfer the backup files.
