Question bout ATT HSPA 14.4

I know ATT only has 4g LTE in like 5 markets right now but my question is how is their HSPA 14.4 market? I'm wondering if ill get the 14.4 speeds where i live (philadelphia) or if that speed is also in only a few markets like their LTE??
