Question: Can I cancel my service

and still use my Google Voice App to make and receives calls and texts via WiFi? I believe it should work but need confirmation if anyone is certain.

Doesn't google voice have to be tied to a landline or cellular number to receive phone calls?

Yes, you can.. But, you might as well just sell your iPhone and use the cash to grab an iPod Touch. It will do the same thing and be smaller.

This is interesting as I really want a better camera than my 3gs but do not want a new 2 year contract on a 4s. I also need to cut costs.

Thanks for your suggestion, this is what I did and I'm not looking back till iPhone 5. I was one the cycle that would never allow me to be eligible for upgrade when the redesign launches but consider that cycle broken.
