Where do you see that (legit question)?

The only reference I found is under iOS 8 Preview > Photos: iCloud Photo Library.

Actually, I think I confused this for iCloud Drive. To upload your files to iCloud, simply drag them into the iCloud Drive on your Mac running OS X Yosemite or PC running Windows 8.

Maybe you will be able to access photo's this way?

No, not from a Windows PC. iCloud drive on the other hand you can do. iCloud Photo and Drive are two different things :)

With no new Photos '2015' app until 2015, is it clear yet how the transition will work for Aperture/iPhoto once iOS 8 rolls out? If iCloud Photo replaces the Photostream, does Aperture and iPhoto 2012 still have access to pictures in the cloud from iDevices?

Photostream may die but I am not sure. Aperture and iPhoto should have access to iCloud photos just like the photostream. I think once they release 10.10 in September it will be available(as an application) and for the Windows users they can access it from the iCloud.com.
