Not in US, at least not until AT&T loses exclusivity.

In the past, AT&T's "no commitment" phones have still been unlocked, and AFAIK, they don't honor requests to officially unlock the phone. OTOH, grey market officially unlocked iPhones from other markets where they are sold have traditionally been available in the US shortly after launch.
