I'm looking for an app that I can manage my data usage.

What I need is what Samsung does.
Is that you can set a limit and when it's reached, it turns off your data.

Is there an app that does it?

I don't know of an app that will automatically stop data, but there is an app I used called Data Usage, that tracks your data and alerts you when you are approaching your limit. The developer also just update the app for a notification center widget which is convenient. I am on an unlimited data plan but I am sick of getting throttle so I set my limit for 5GB a month and it works pretty well.
 
iOS has the ability to show this information without an app, just look under general->mobile and scroll down to "mobile data usage", and this is split between roaming data and data at your home country. Just remember to reset it each month when you get a new data allowance. Otherwise, in the UK all the mobile providers supply their own app which tells you what the network really thinks you've used, which is more accurate anyway.

There are various apps that will do that kind of thing, DataMan is one such app.
