You pay $9.99 to upgrade from v3 to v4, not from phone to phone, if you are on V3 on the 3G(or 3gs) you can tranfer it to your new iP4 no issue, if you want v4 you pay $9.99. If you were already running v4, you don't have to pay again

i understand.. but seeing V3 cannot work on iphone 4, he would need to pay the $10.. obviously assuming he has the iphone 4
