I have a grandfathered in unlimited data plan. According to the story on the front page of Macrumors any tier above 2GB a month from AT&T is supposed to include tethering. When I go to enable it on my phone it says I must activate it on the website. Is this not available to me in the unlimited package?

Nope. No tethering with Unlimited. It was one of the carrots they tried to use back when tethering was first released.
 
Yes, any tier of the current data pricing structure above 2GB is eligible for tethering, but the old unlimited plan (which explicitly did not include tethering) is not.
