Is it possible that a failing I/O board would not show up as a problem in Apple's hardware diagnostic test? (from disc 1 of those included with the computer)

I'm specifically referring to the Left i/o board, which handles the left ports, the a/c adapter, and part of the wireless connection. My battery just fried and now my airport card isnt working, and after trying everything, i think i may have found the issue.
 
Yes, it's possible. The Hardware Test routine tries to test everything, but there are problems it can't detect (particularly if it's something like an electric short in the power pins of a USB port that leaves the actual circuitry working properly).

Sounds like you've got some pretty severe hardware issues, so it's pretty hard to tell what's doing it--could be anything from the power brick to the motherboard--but I suppose you're not going to make it much worse than it already is.
