All iPads Question regarding cellular rMini, unlocked?

Sorry, have to ask to be 100% sure. I am purchasing a used Verizon rMini off Craigslist. The unit was bought a few weeks ago from a Verizon store. It would be unlocked, correct? I can use my Tmobile sim in it, right?

My Air and my wife's Mini are both Verizon. We are using T-Mobile SIMS for the free 200mb in both without any problems.
