Question regarding IOS13 beta 3

I installed iOS 13 beta 3 and today apple released iOS 12.4 and if I remove my beta profile is there any chance I can install 12.4 because my Foscam app is not working with IOS 13 beta 3 and I prefer to wait in sept when it’s officially released

You cannot "upgrade" to an older version. You would have to wipe the device, install the "latest" (released) version — 12.4 — and then restore your data from a PRE-iOS 13 backup. Otherwise, you cannot get there from here easily.

Like dwfaust said, you can't use an iOS 13 backup with an earlier version so you'll need to restore to a backup from iOS 12. Hopefully you made one before upgrading.
