if it says delivered, but there is a white bar at the top that is 90% fully loaded, does it mean the text got sent or no?
 
Hmm. Never happened to me the white bar goes all the way then says delivered. Call Apple.
 
I think in most cases anything that doesn't show 100% means the send didn't complete.. I doubt anyone at Apple would be able to help you figure out either, but it doesn't hurt to call.

This has happened to me a few times. Basically, the progress bar is momentarily hung on sending after the actual 1s & 0s have left the building.
 
If it says delivered it'll be sent. If it hadn't have sent then nothing would've appeared under the message regardless of the white progress bar.
 
I've had this happen a couple of times as well. On my iPhone it won't say if it was delivered or not, but if I look at it on the iPad it will say it was delivered.
 
I've had this happen once or twice.
I sent an iMessage. It showed Delivered, but the top bar was not complete.
While waiting for it to complete, I received a response back to my iMessage.
So in my case, I don't worry about something so insignificant as to whether or not a progress bar was at 100%.
The messages sent for me. Maybe they did for you too.
