I currently own a 3GS with iOS 4 and baseband 5.13.04.

I need to sell this phone to buy the white iPhone 4 at the end of the month.

Would a jailbreak and unlock make my phone sell for a higher price?
Also I've only jailbroken a phone once, but if I were to make an error, a simple restore would make everything go back to normal correct?

I'm not sure the 'official' jailbreak is out for the 3GS on iOS4 by the way.

I messed up my 3G and put it into restore mode and iTunes recognized it and I restored officially.

Only if it has SSH on file(jailbroken before and/or know what your doing) and has an old bootrom. Goodluck!

Exactly.
You have to be jb to firmware prior to 4.0 and with the old bootrom.
You cant JB it now on stock 4.0

Looks like there is a JB/Unlock for 5.13.03, but not 5.13.04

The new Ultrasnow 0.93 unlocks all following basebands on 3G and 3GS models.
■04.26.08
■05.11.07
■05.12.01
■05.13.04

The baseband 5.13.03 was only available on one of the 4.0 betas.
