I'm brand new to iPhone, coming over from Android. I can't seem to get the phone on silent by holding the volume down button. It goes all the way to volume 1 but doesn't go past that. The only way to silence the phone is to flip the mute switch. Is there any way to get this to work?

Thanks!

ringer volume or audio volume? audio volume can go to mute with the side buttons and not just the mute switch

That's what Im saying. Pressing the volume button down will only make it go down to vol. 1.

Yes, mute switch mutes the ringer (and any other audio)
the volume buttons will go to minimum ringer (not completely silent, but low volume)
If you are using an app that provides audio, the volume buttons will go to mute, but that doesn't control the ringer volume.
Try it out... Listen to music, the volume controls will take you to mute.
Go to the home screen, and the ringer volume is still where it was set.
Ringer, and audio are two different settings.

You can change what the volume buttons do in Settings/Sounds/Change with Buttons.

And, the mute switch still silences your iPhone. (That's its function!)

To demonstrate the confusing array of volume settings here are two screenshots from a jailbreak tweak I have. The first is without a bluetooth device connected and the second is with one connected.
